Project Coordinator

The Dene Tha’ First Nation (DTFN) is inviting applications from experienced members for the position of Project Coordinator. This (contract)
position is full-time and offers a competitive benefits package.

Position Summary
The coordinator is responsible for preparing, coordinating, and conducting all activities related to the development of a Dene Tha’ First
Nation child and family law pursuant to An Act respecting First Nations, Inuit and Métis children, youth and families, S.C. 2019, c. 24 (“Bill C92”).
• This is a contract for up to 4 years and is subject to performance reviews.
• There is potential for this position to be extended further upon project completion.

Duties and Responsibilities include:
The coordinator is expected to:
• Coordinates and leads all Bill C-92 meetings with the Working Group;
• Coordinates, and organizes, all Dene Tha’ First Nation community consultations for the development of the Bill C-92 law;
• Supports and at times, may lead community engagement meetings;
• Development of workplan and budget for Dene Tha’ First Nation over the next x years as we prepare to enter into a Coordination
Agreement with Indigenous Services Canada; and
• Performs other duties and responsibilities as necessary and as assigned by Working Group.
o liaise and work with the Working Group, stakeholders, Chief and Council, MNP and legal counsel;
o maintain confidentiality on all matters relating to the affairs of the NPTC and Dene Tha’ First Nation;
o perform all duties and responsibilities in accordance with Dene Tha’ First Nation policies, standards and procedures; and
o Preparation of financial reports/deliverables as required in funding agreements.

Qualifications:
• Certificate/Diploma in Business Administration and Project Management or an equivalent combination of training and experience.

Must Have Experience, Knowledge and Skills:
• Managing, coordinating, and developing workplans and timelines;
• Preparing and presenting workplans, budgets, briefing notes and reports (both financial and work accomplished).
• Knowledge of Dene Tha’ First Nation protocols and policies;
• Ability to communicate effectively, both orally and in writing;
• Ability to organize own work with minimal supervision under heavy workload (at times); and
• Strong organization, planning, coordinating of meetings and follow up

Nice to Have Qualifications, Knowledge and Skills:
• Ability to communicate and translate in Dene and English;
• Experience working with the federal, provincial and Child Welfare agencies;
• Experience and knowledge of Child Welfare;
• Experience negotiating with either or both the Provincial and Federal government; and
• Development of drafting instructions for legal counsel and instructing legal counsel.

Financial Controller

The Dene Tha’ First Nation (DTFN) is currently recruiting a Financial Controller. This is a full-time position with a competitive
benefits package.

Position Summary
The Financial Controller, reporting directly to the Executive Director of Operations, shall be responsible for managing the
finance and accounting departments of our organization. Main duties include evaluating the operations of the finance,
accounting and audit departments, implementing financial systems for records management, and preparing financial statements
and reports for upper management and shareholders.

Duties and Responsibilities
• Develop models and projections to estimate what finances will look like over the course of a year.
• Hire, manage, and train new staff members.
• Prepare financial statements, analyses, and reports.
• Make recommendations for improving policies and systems in place.
• Provide accurate information to Leadership including budgeting, analysis, forecasting, and preparation of monthly
financial statements and reports.
• Oversee data processing, maintain accounting systems, and implements changes as required.
• Cash flow reporting and management.
• Maintains the general ledgers and financial records in a manner suitable for internal and external reporting
requirements.
• Works collaboratively with directors and managers to ensure that the general ledger is kept up-to-date including
training and orientation of the systems as necessary.
• Ensures that balance sheet accounts are accurate and that operating statement accounts are periodically reviewed for
reasonability in relation to internal budgets.
• Ensures that sub-ledgers are congruent with general ledger balances, where applicable.
• Oversees monthly and year-end accruals as required.
• Prepare, oversee with the preparation of draft year-end financial statements and working papers for the auditors.
• Assists with the preparation of financial reporting to funders and donors.
• Assists with the design and implementation of financial management policies, procedures, and systems.
• First point of contact for auditors on transactional matters.
• Additional duties as assigned.

Qualifications:
• Post-secondary degree in Business Administration or Accounting.
• Minimum 5 years of experience in financial accounting including general ledger, payroll, accounts payable, and
financial statement preparation and 3 years of management experience
• Proficient in Microsoft applications.
• Numbers expert, accurate, detail oriented, analytical and strong problem-solving abilities Strong understanding and
knowledge of all aspects of corporate accounting and financial management.
• Excellent communication and interpersonal skills at all levels within an organization
• Strong time management skills, and the ability to prioritize and provide timely responses to both urgent and non-urgent
matters
• Experience working in a team-oriented, collaborative environment
• Professional accounting designation preferred but not required.

Project Manager

The Dene Tha’ First Nation (DTFN) Infrastructure Services Department is recruiting a Project Manager to oversee the
Nation’s Capital Projects. This position is based out of the DTFN Administration offices in either Bushe River, Chateh or
Meander River. This is a full-time position with a competitive benefits package.

Position Summary
The Project Manager, reporting to the Director of Infrastructure, is responsible for the strategic direction and leadership
for infrastructural projects as outlined by DTFN Leadership. This role effectively manages the development and directions
of capital projects to drive community growth, productivity, and quality of life for our members.

The Project Manager is responsible for the coordination and completion of projects on time within budget and within
scope. Oversee all aspects of projects. Set deadlines, assign responsibilities, and monitor and summarize progress of
project. Prepare reports for upper management regarding status of project.

The successful candidate will work directly with clients to ensure deliverables fall within the applicable scope and budget.
He or she will coordinate with other departments to ensure all aspects of each project are compatible.

Duties and Responsibilities
• Demonstrate positive leadership and establish and demonstrate a strong business ethic in relationships with
employees, suppliers, and clients.
• Enhance and develop policies, procedures, and service systems to support the Nation in the pursuit of its goals.
• Conduct meetings and identify opportunities.
• Read and analyze solicitation, proposal documents, and develop proposals.
• Departmental budget preparation and conducting monthly financial assessments.
• Monitor financial performance to ensure the department is meeting or exceeding budgetary commitment.
• Analyze and report on the department’s daily, monthly, and annual key performance indicators on industry trends.
• Examine reports (e.g., inventory, sales and daily reports) to determine the operational activities of the Nation and
to maximize performance.
• Ensure that all contractors adhere to company policies and procedures.
• Perform other duties as required.

Qualifications:
• Diploma or degree in operations or project management, business, or a related field.
• 5 or more years previous management experience in a specialized environment with proven leadership abilities.
• Strong leadership skills, with a strong focus on operations and business processes.
• Clear and solid understanding of personnel policies, practices, and procedures and other operational issues faced
by the organization.
• A well-defined sense of diplomacy, including solid negotiation, conflict resolution, and people management
skills.

Director of Education

Required Qualifications:

  • Master’s Degree in Education
  • A minimum five (5) years related experience which includes leading First Nation services, program and/or policy development, and/or education and community development
  • Proven experience in alternate program development
  • In depth understanding of First Nation cultures, histories, protocols, issues, demographics, and social structures, especially within Alberta
  • Excellent planning, administrative, organizational, project management and budget management skills
  • Ability to plan strategically, initiate action and achieve desired outcomes for multiple initiatives in both political as well as culturally sensitive environments
  • Ability to work as an integral team member and provide leadership to teams and working committees, achieving goals using consultative and collegial processes
  • Ability to communicate sensitive and complex information to a wide variety of audiences
  • Knowledge of indigenous education policies and procedures as set out by Federal and Provincial governments

Preferred Qualifications:

  • Experience working with First Nations people in Northern Alberta
  • Experience teaching First Nations students
  • Knowledge, understanding and appreciation of First Nation culture and traditions

Responsibilities: Reporting to the Executive Director of Operations

Tasks will include:

  • Assigning responsibilities as needed
  • Establishing a budget
  • Setting the Stage (which includes reviewing the vision, mission, and goals of the Dene Tha’ First Nation Education Authority, and developing a long-range plan for increasing literacy, numeracy, and graduation rates (high school and post-secondary)
  • Renegotiation of provincial tuition agreements and forging partnerships with Northern Lakes College, Fort Vermillion School Division, and other post-secondary institutions
  • Travel required

Housing Manager

The Dene Tha’ First Nation (DTFN) is currently accepting applications for a Housing Manager. This is a full-time (2-year contract) position with a competitive benefits package and is based out of the Chateh (AB) Administration Office. This position requires extensive experience, technical skills, and knowledge of the housing industry.

Qualifications:

Minimum Grade 12 combined with college or technical program training with three years related building construction experience

Five to seven years of progressive supervisory experience, preferably in an operations, utility, or public works environment, including:

  • Project planning, estimating, and project management experience in areas of Housing construction and civil works
  • Proven ability to deal directly with staff and members in a courteous and friendly manner
  • Hands-on application and use of computer systems and applications
  • Solid planning, organizing and problem-solving skills. Effective management, team building, leadership, and supervisory skills. Commitment to continuous improvement and excellent customer services
  • Familiarity with building codes and regulations, and sections of the Occupational Health and Safety Act that apply to public works and utilities
  • Read, understand, and comply with DTFN safety policy, safe work practices, procedures, and rules

Responsibilities:

This position is responsible for the planning, coordinating and daily supervision of the activities for the DTFN Housing program including construction of multiple housing and renovation projects within the Nation’s three communities of Bushe River, Chateh and Meander River. Programs such as the housing/building preventative maintenance are under the daily management of this position.

The Housing Manager reports to the Director of Infrastructure Services and assists the Director in developing and implementing sound initiatives for short and long-term service delivery.

Duties Include:

  • Ensuring that all tasks and projects performed by employees, specialists and contractors are carried out within Occupational Health and Safety standards
  • Implementing program and service delivery evaluation procedures, reviews existing trade contracts, and applies current technology to keep activities efficient, effective and customer service oriented
  • Determining manpower, equipment and material required to effectively complete assigned tasks in a timely manner. Ordering and obtaining resources required for assigned activities at multiple work sites within approved DTFN budget and policy
  • Liaising with other First Nations, Provincial and Federal Governments, industry and DTFN members regarding funding, programs, and specific services
  • Performing other related duties as required or assigned by the Director

Other requirements, if selected for the position:  A valid Journeyman’s Ticket is an asset; must have own transportation and a valid Alberta Class 5 Driver’s License; must provide a clear Criminal Record Check. Director of Infrastructure Services

The Dene Tha’ First Nation (DTFN) Infrastructure Services Department is recruiting a Director for Infrastructure Services based out of the Administration office in Bushe River, Alberta. This is a full-time (2-year contract) position with a competitive benefits package.

Position Summary

The Dene Tha’ First Nation delivers services and programs to three fully accessible communities-Bushe River, Chateh (formerly known as Assumption), and Meander River. Reporting to the Executive Director of Operations, this position is responsible for leadership; for planning, development, and coordination of delivery of services for the Infrastructure (water, sewer, landfill, roads, housing, open space maintenance) in accordance with approved DTFN policies and Business Plan.

 

Duties and Responsibilities include:

Evaluates the effectiveness of Infrastructure policies, programs, and resources, and established objectives, reviews issues and makes recommendations to the EDO for appropriate action. Develops for approval, Department operating/capital and long-term budgets that support the mandate of the Department and meet the goals and objectives of Council. Directs and evaluates operational/capital requirements and service delivery and maximizes efficiencies, fostering partnerships, altering operational delivery, applying current technology, and providing appropriate staff training. Maintains, implements, and regularly reviews the municipality’s utilities and housing infrastructure operating policies and development standards. Advises relevant personnel, departments, and consultants of DTFN standards and policies, monitors compliance, recommends additions or changes to the EDO, prepares reports as requested. Develops and recommends appropriate safety and risk management procedures within the Department. Attends all meetings as required. Meets regularly with senior management team and Department employees to keep abreast of operations, facilitate two-way information exchange and provides input for operational activities. Consults with provincial government, federal government, other First Nations, industry, and the public regarding technical, financial, and day-to-day matters. Responsible for reports to update GIS spatial databases. Responds to public inquiries and complaints according to approved policies. Performs other related duties as required or assigned by the EDO.

 

Qualifications:

University or College degree with related Public Works certifications and/or technical experience (Level 1 Water Treatment Certificate). Five or more years of progressive responsible supervisory experience, preferably in an operations, utility, or public works environment, including: effective management, team building, facilitation, negotiation, leadership, and supervisory strengths, with a commitment for continuous improvement. Personal initiative with good planning and organizational skills as well as a high degree of integrity and professionalism. Strong capacity to identify needs, plan and develop goals, priorities, and other outcome measures. Firsthand application and use of computer systems and applications. Coordination and supervision of capital projects. Familiarity with sections of the Occupational Health and Safety Act that apply to public works and utilities.

ISETS Technician – Temporary Position Meander River/Bushe River

The Dene Tha’ First Nation Economic Development Program currently has a position available for an ISETS Technician for the communities of Bushe River and Meander River. This is a full-time TEMPORARY POSITION ONLY for approximately 2-3 months. This position will be located out of the Administration Office in either community.

 

Duties and Responsibilities include:

  • Implementing, monitoring, and evaluating activities related to the employment and training needs of the First Nation
  • Providing employment counseling, placements, assistance/referrals, job searches and related services to the First Nation members
  • Arranging training and job search strategies
  • Serving as a liaison for First Nation members with various industries for job and training placements
  • Locating funding sources from government, industry, and First Nation programs
  • Maintaining a database of employment history, certifications, education/skills of First Nation members
  • Performing other related duties as required or assigned by the Ec. Dev. Manager

 

Qualifications:

  • Minimum Grade 12
  • 2 years related experience or an equivalent combination of training and experience
  • Excellent communication/writing and people skills

Housing Data Entry Coordinator – Chateh / Bushe River

Dene Tha’ First Nation has a position available for a Data Entry Clerk in the community of Chateh and Bushe River. This is a full-time contract position.

Duties and Responsibilities include:

  • Use custom Housing/O&M software to keep track of work flow, inspections and forms as required
  • Deploy the right solution for work requested
  • Work with the department head regarding budgeting, funding
  • Prepare relevant reports as needed
  • Responsible for maintaining and updating the database
  • Upload historical data to the database

Qualifications:

  • Must have effective written and communication skills
  • A background in Public Works, Housing, Finance is an asset but not required
  • Dene language is an asset but not required

Local Radio Announcers – Bushe River / Meander River / Chateh

The Dene Tha’ First Nation has three (3) positions available for Local Radio Announcers. These part-time positions would support the communities of Bushe River, Chateh and Meander River.

Duties Include:

  • Present music selection, local/regional & global news, sports of interest, weather, time, local traffic/travel conditions, local projects to keep public safely aware, and commercials-in English and Dene
  • Announce station program schedule, program updates, local events, cultural activities, and contests
  • Announce public service information, comment on important news stories, and take (limited) requests from listeners
  • Read prepared scripts on radio regarding COVID-19-in English and Dene
  • Keep a log of the station’s daily programming, recorded materials, phone calls and guest speakers
  • Provide commentary for audience during cultural events, and on other occasions
  • Make promotional appearances at public or other events

Qualifications:

  • High school diploma or (equivalent)
  • Must be pleasant, reliable, with strong communication skills and able to take direction
  • Ability to work with computer equipment, various hardware, and websites, or willing to train on the job to learn how to operate audio, production equipment and software
  • Ability to work with the public and staff at all levels within the organization with minimal supervision in a multiple task environment
  • Read, understand, and comply with DTFN safety policy, safe work practices, procedures, and rules
  • Ability to speak and understand the Dene language
