Reports to: Board of Directors/Executive Director of Operations
Schedule: Monday to Friday, daytime hours, with flexibility required to support shelter operations

Position Overview

The Facility Manager is the senior on-site leadership position responsible for the overall management and operations of the Women’s and Children’s Emergency Shelter. Serving as the primary link between the Board of Directors and day-to-day shelter operations, the Facility Manager provides strategic oversight, ensures compliance with policies, and fosters a safe, trauma-informed, culturally grounded environment.

This role has primary responsibility for shelter operations, staff management, program oversight, and compliance across all service areas, including intake, case management, child and family support services, and emergency response. The Facility Manager ensures that the shelter operates within a 24/7 emergency shelter context and must be responsive to emergencies, critical incidents, and high-risk situations as required.

Core Responsibilities

Operational Leadership and Shelter Management

• Oversee the functioning of the shelter, ensuring services are delivered safely, consistently, and in alignment with organizational policies and procedures.
• Establish and maintain operational frameworks, systems, and processes to support effective service delivery.
• Monitor service delivery to ensure compliance with standards and identify areas for improvement.
• Act as the primary on-site lead for operational crises, critical incidents, and emergencies.
• Ensure compliance with all relevant legislation, policies, and procedures.
• Exercise delegated operational authority on behalf of the Board of Directors in accordance with approved policies, budgets, and governance direction.

Human Resources Management and Supervision

• Lead recruitment, onboarding, and retention strategies for all shelter staff.
• Provide direct supervision and performance oversight of management and supervisory staff.
• Support the development of staff through coaching, mentoring, and professional development.
• Promote staff wellness, conflict resolution, and respectful workplace culture aligned with trauma-informed and culturally safe principles.

Program Oversight, Quality Assurance, and Compliance

• Ensure program delivery aligns with legislative requirements, funding agreements, and organizational policies.
• Monitor program outcomes and ensure services are delivered effectively and efficiently.
• Identify risks, gaps, or areas for improvement and implement corrective actions.
• Ensure accurate and timely data collection, documentation, and reporting.
• Support continuous quality improvement initiatives across all service areas.

Financial and Administrative Accountability

• Oversee financial operations, including budgeting, expenditures, and financial reporting.
• Monitor budgets and ensure responsible use of resources.
• Ensure compliance with financial policies and reporting requirements.
• Maintain administrative systems, documentation, and internal controls.

Risk Management, Safety, and Incident Oversight

• Ensure the safety and well-being of clients, children, staff, and the facility.
• Maintain emergency preparedness measures, safety protocols, and incident response procedures.
• Oversee incident reporting, investigation, and follow-up processes.
• Ensure staff are adequately trained to respond effectively to emergencies and critical incidents.

Stakeholder, Funder, and Community Engagement

• Build and maintain relationships with community partners, Indigenous organizations, and service providers.
• Participate in strategic planning, policy development, and governance processes.
• Support program evaluation and reporting requirements for funders.
• Represent the shelter in meetings, partnerships, and external engagements.

Shared Shelter-Wide Responsibilities

All employees of the DTFN Women’s and Children’s Emergency Shelter work within the context of a trauma-informed, culturally grounded organization. While not all responsibilities are listed, staff are expected to:

• Maintain confidentiality and professionalism in all interactions.
• Support the well-being of clients, children, families, staff, and the facility.
• Adhere to all organizational policies and procedures.
• Respond appropriately to safety concerns within the shelter.
• Maintain flexibility in supporting colleagues during high-volume or critical situations.

Qualifications

• Degree or post-secondary education in social work, public administration, human services, management, business, or an Indigenous community-based program.
• Minimum ten (10) years of progressive leadership experience in social services, shelter operations, human services, management, business, or an Indigenous community-based organization.
• Demonstrated experience in trauma-informed practice, culturally grounded service delivery, and working with Indigenous communities.
• Proven experience supervising multidisciplinary teams and managing complex staffing and operational environments.
• Strong organizational, interpersonal, and written communication skills.
• Experience with budgeting, financial oversight, and administrative systems.
• Knowledge of Indigenous culture, values, and language is a strong asset.
• Valid driver’s license.
• WHMIS, First Aid, CPR certification or willingness to obtain.
• Satisfactory Criminal Record Check and Child Intervention Check.

Work Environment and Conditions

• Primarily a daytime leadership role within a women’s and children’s emergency shelter.
• Flexibility required to respond to emergencies, critical incidents, staffing issues, or operational demands.
• Work environment may be high-stress, requiring sound judgment, emotional resilience, and effective decision-making.
• Position requires regular interaction with staff, clients, Board members, funders, and community partners.
